A good proposal offers a course of action as a solution to a problem.

A good proposal requests permission from someone or some group with relevant authority

A good proposal can be:

  1. Rejected (by the authority)
    • No permission granted for the proposed course of action
  2. Accepted with qualifications (by the authority)
    • Permission granted with strings attached
  3. Accepted without qualifications (by the authority)
    • Permission granted
